NSW penalty notice for a minor offence: what are my options?
NSW Local Court says a person with a penalty notice can generally pay the fine, ask Revenue NSW for a review where there are special or extenuating circumstances, or elect to have the matter heard in the Local Court. Court election should be considered carefully because, once accepted, it cannot usually be withdrawn and the court can impose additional consequences. Official source: NSW Local Court.
